Kaguya did have a scroll which contained information, Hagoromo also had the Juubi inside of him and could test it out on the populace if he wished. Either way, he acquired the information.

I mean she did have a palace and Sasuke was able to find information about it.

Hagoromo and Hamura seem to know about Kaguya's plans

I bet they knew about it and was in on it at one point.
I believe that Kaguya wasn't evil until she became desperate and needed Hagoromo and Hamura's help but upon learning her plan, they rejected her and she had to reclaim her power by force.

IT went on even after Kaguya’s sealing so Hagoromo as a juubi jin spent time afterwards messing with chakra and jutsu to figure out how to undo it..
