The endings never match up with the stories. Why? Cause in the game story mode has to end somehow and yet in the anime the story isn't done yet. So to answer your question of course they're gonna make a new one. As long as the anime is running they're going to make new storm games.

I wish them to make a game after manga ends . It must have all characters playable , from chapter 1 and till the chapter when manga ends .

Storm 2 had a perfect ending, it went gewd with the anime and manga.

Storm 3 could have just guessed what happened and ended the fight in a cliffhanger

Possibly, despite the fact CC2 said Storm 3 was going to be the last game in the series. They often seem to go back on their word, so I expect they'll end up making Storm 4 if the Full Burst DLC does well enough.

Hopefully they'll learn from their mistakes and make Storm 4 much better if they decide to make it.
