Are they already in the correct order?

I haven't seen many of the movies and get time frames confused so somebody help me out. Are they already in the order of weakest to strongest according to the picture or does it need to be changed some?

Naruto in base form not that stronger compare to his previous most powerful mode. NV not works like DBZ.

For me all his base form pre-Rikudou power up standings should be before his VOTE 2 Rikudou mode.

Even though for me it also feels like too reaching.

It's not Weakest-Strongest, since SM Naruto is most likely stronger than those base Naruto's near the end, and the inexplicable red cloak makes him invincible. It's meant to be a timeline, starting with the Pain arc, and ending with the BM he used in Gaiden/Boruto.
