Tobi wants peace. I suppose thats what he wants but he is going to a wrong way to it .

Madara. He was betrayed by his clan . He was jeoulus in a way . Also going to the wrong way . This is what lead him to evil ?

Sasuke- Just not evil nowhere near tobi's evil level. He is just emo and basiclly traumatized by Itachi killing his clan and is naive to kill Konaha .

Madara and Sasuke are intent on killing people that don't pose a direct threat to them, Sasuke wants to kill innocents instead of only the people responsible, we don't know that much about Madara.

Tobi wants peace through domination, he is a meglomaniac, helped destroy a whole clan, set a tailed beast lose in a highly populated village and set up a criminal organisation that has taken many lives in order to achieve this domination
