Konan is akatsuki...... She's >> the rest of these people. People seriously need to stop underestimating konan. Do you people realise that it's near impossible to kill konan in paper goddess form? She's just a bunch of flying paper that receives no injury while she can fly, surround and suffocate you with paper or blow you the hell up. Just because her powers aren't flashy doesn't mean they're not OP. In that entire list of people you have there, only hiashi stands a chance of even knowing where konan is in her paper mass.

tl;dr; konan 2 tiers up/ 1 tier above hidan/ the same tier with the rest of akatsuki, which ever's highest. Hiashi is quite possibly 1 tier above the rest as is chiyo. Chiyo self said she took a castle or some shit with her 10 white puppet brigade army whatchamacallit.

edit: Kitsuchi should be with hiashi and chiyo; Didn't realise he was that rock dude against gedo.

All of them. Jounin level is defined by the ninja who have been in that level. Its quite safe to assume that they aren't the strongest jounins of history....
