I think you can still find tactics if you look hard enough. I mean if you take Bijuu out of the picture (which are literally, chakra monsters) then pretty much everything "spamable" (like Susano'o/Amaterasu etc.) have strategy to them. It depends how they're used.

I was just thinkin about this then I saw this thread. The old battles were much more entertaining which is what makes part 1 better IMO. Part 2 is dragonball Z in disguise
