There's a part in anime where Jiraiya hit the water below him with a rasengan to make the water rise and deflect konan's paper shuriken enhanced with nagato's fuuton repusho. I can't remember the episode well but I'm not quite sure it was in the manga, probably a filler in pain's arc. But if that's canon, Minato created rasengan and it definitely shows Jiraiya was his sensei first. But then again in the 4th movie, the lost tower, when jiraiya just learnt the rasengan and showed it to minato, he was already a sannin judging from his sannin attire, and nagato met jiraiya right after he, orochimaru and tsunade fought hanzo and became sannins, and again I can't say the movie's cannon. But I do believe Jiraiya taught Nagato before minato, as nagato was his first child of prophecy, then jiraiya received news that they were dead and then chose minato as the child of prophecy. By the way jiraiya looks really young when he taught nagato, and since it was the second great ninja war, and the leaf would probably be running low on shinobi, I don't believe he would have been in the village as just a sensei.

He met them before he was Recognized as Sannin. During the Second Great Ninja War. Minato as far as his Age goes was in the Academy at the time.

The Sage told him he would have a student and that Student is the child of Prophecy

It could go like this, Jiraiya going back and forth to the MT Myoboku, became Minato's Student, left the village for the war, met the orphans and finally return to the village.

Nagato was trained at the Academy age anyways so the order they were born doesn't matter

Jiraiya met them back before he was Sannin, before Jiraiya even defected, and Jiraiya assumed Nagato was the child of prophecy first. Why would he train Minato, assume its him, train Nagato, then assume its him, then go back to thinking its Minato?

Like just read Jiraiyas article, it has his timeline of events and it clearly says he trained Nagato first during the Second Ninja world war. Came back to the village and trained Minato and his teammates. Nagato was already apart of Akatsuki by the end of the Third Ninja war since Obito found them and their hideout literally a few months after his mission at Kannabi bridge. The next few days was when Yahiko was killed, Jiraiya heard all 3 were killed, but all we should care about is Chronologically Nagato, Konan, and Yahiko died before Minato in Jiraiyas eyes.

He trained Nagato, thought he died, trained Minato, he died, he trained Naruto and he was the real CoP.
