That appears to be his eyebrow we're seeing, just below his headband. Ginkaku's is easier to see.

Kinkaku's is a bit tougher. But looks to be a darker shade of blonde to his hair.
Yeah, their hair looks like a headdress, but it doesn't necessarily mean it's a headdress. It's common in animation for something to be styled after, or a play/reference, off of something, without being that actual object.
The animated film, The Pebble and the Penguin, had a style that looked like the male penguins are wearing pants, and the females are wearing dresses/gowns.

Then you have Captain Gutt, of Ice Age 4. In keeping with his pirate theme, that looks like one of those pirate hats on his head, but it's just weird fur, shaped like/styled after the hat.

Last example is Heimlich from A Bug's Life. Those look like mittens on his hands. But chances are, they're not. lol
