Are the chunin exams constructive?

Going back to the Chunin Exams in Part 1, Kabuto stated that 153 participants were in the exam. The break down was.

Konohagakure (Leaf) — 87 participants
Sunagakure (Sand) — 30 participants
Amegakure (Rain) — 21 participants
Kusagakure (Grass) — 6 participants
Takigakure (Waterfall) — 6 participants
Otogakure (Sound) — 3 participants


I noticed that no one from the Mist, Stone, of Cloud villages sent any of their ninja to the exams. Now the exams are supposed to be held between "allied nations"; may be the cause of this. That being said though, the Mist, Lightning and Stone all have ninja ranks from genin to kage as well. With the feats of these foreign ninja from other villages throughout the manga (allies, the akatsuki, war arc feats) those nations aren't lacking when it comes to talent or powerful ninja.


Now I have problems with how chunin are selected in the exams; a Dragon Ball-esque Budokai is the final test, REALLY?! But it seems to work for them I suppose. However there must be a better way of fishing out the weak ninja from the strong. The Mist, Cloud and Stone villages seem to make it work after all.

Think of the baddest and meanest ninja of the NV and picture them seeking promotion by taking the chunin exams.

Ninja like:

Kisame
Zabuza
Deidara
Sasori
Darui
Kinkaku
Ginkaku
Hidan

There wouldn't even be fights during the final rounds. Only a lot of blood and body parts flying on to the spectators. How would proctors judge aptitude when ninja like the ones above straight up murder people?
