Yeah, they are. Children from the same parents come out looking different all the time. One child could have brown eyes, the other blue, the other grey etc. etc. It all just boils down to genetics, and how far in your family ties yours go.

No the creators ****ed up with that iron sand is a bloodline trait for shiniki to be not related to gaara directly implies that he's from outside of family meaning he should not be able to use that jutsu

The best thing they can do is have him to be kankuro child and kankuro did not want to raise any (also special ops)

Yea they are, gaara and kankuro kinda resemble each other... or I should say they resemble the 4th kazekage, temari not so much, but I don't think it's ever mentioned if they have the same mom
