he has instant speed and he can make smaller ones and if sasuke gets up close naruto's raw power speed and taijutsu will overwhelm sasuke
Overwhelmed by speed? No.
Sasukes speed is right up there with Naruto's. Not saying he's faster but the difference in their speed isn't great enough for anyone to be overwhelmed.
Shadow clones is almost a viable option. But sasukes ps combined with sharrennigan tech basically makes for a teleporting PS. Not to mention anytime naruto trys create space sasuke can just relocate him within a range he finds suitable. The fight would have a good size apart for Naruto to TBB bully
