Renji is VC for 2 years already, which could have helped him becoming material for captain. Rukia was so nervous by VC meeting just a couple of days ago, which mean she is not there yet.

Rukia doesn't have the gravitas to be captain. No one is relieved when Rukia shows up
Renji is a dog. Good to sic on the bad guys but needs orders

Rukia is more captain material than renji. Once she masters her bankai shes gonna be hammer.
renji is just kind of a lame badass. Hes a little stupid, but can still throw down, whereas rukia is more competent and with the proper
seasoning and experience would make an excellent captain.

I honestly think ikkaku is more prepared to be a captain rather than renji or rukia. Renji makes a perfect vice captain

Renji: may be...even though he worked as VC for 2 yrs i don't think he got enough power to become a captain n his bankai is not that much impressive.

Rukia: Not there yet..She has a lot to learn. but her bankai is pretty good one.

Overall in my opinion both are not captain lvl..at least not yet..
