depending on where you watch them? Like on Hulu I think Episode 20 started differently than on animewaffles...If so why? That is so annoying,

Not that I know of. Though if they were different, my only guess would be the exclusion of fillers for one site but I don't think OP has fillers that early so I don't know why you would be coming across different stuff for the same episode..

Yes, or the agreement between the two companies stated to remove some episodes.

Yes, or the agreement between the two companies stated to remove some episodes.

By different I mean they're different. Have different beginnings. Even in one scene Zoro did something completely different than on the Hulu episode. Also on episode 18 half of the episode was just footage from episode 19, telling us about Zoro's past.
