I actually do think that Naruto meant it the way he said it. Sasuke is the finest shinobi, the best so to speak. But I doubt he means strength. (they are probably evenly matched) Cuz that would be a strange thing to say to Sarada. "Well you may be sad, but look on the bright side! Your dad could kick my ass any day of the weak". Yeah, that's a strange thing to say, isn't it? There's just more to being a shinobi than mere strength.
