Dead wrong, Hashirama and Hagoromo were both more powerful than anyone else, yet people didn't live in fear of them. They were both respected and loved by the people.


People need someone strong to believe in, nobody will believe in someone who is weak, you need power to protect people, what happens the next time their is a great threat and there is no one strong enough to stop it, the answer is that every one will die.

That's the idea of a Kage, the strongest ninja protects everyone else.

Don't compare real world to NV, as a lot of factors led to those wars. Kurama doesn't have to ask for it. When Naruto said he understood his plight, which was based on how he was caged by humans, it says a lot. Kurama is still trapped within a vessel. Do you think anyone would enojy that?
