Sure Naruto considers Sasuke like a brother but what he feels about Sasuke is different than how Sasuke feels about him. Its in the same chapter you mentioned.

That's cuz the manga focused on Naruto's feelings towards Sasuke throughout. Sasuke's real feelings only came into picture after he lost to Naruto at the end. Apart from that how Sasuke felt was rarely explored and he didn't want to acknowledge Naruto before but those feelins were there since the time they started to consider each other as friend.
