isnt kabuto technically anbu as he worked for the foundation and he was a spy pretending to be genin

sasuke is a rogue ninja so he doesn't count in the ranks i believe

and naruto is still genin but only because he hasn't re-tuck the exam

so no genin cant beat kage the only exception would be if a ninja choose to never advance in rank for some reason but your standard genin is a rookie ninja

I have been wondering about that ......his status do you remember after naruto came back to the village and he was tested by kakashi to see how much he has grow since then ....remember after he had manage to get the bell there was some form of promotion that they are not team 10 anymore but team kakashi and they are no longer sensei and student anymore but equals..........genin are not consider equal on teams and if i remember correctly asuma also gave a speech like that after ino and choji were made Chunin......

Dragon sage kabuto could probably take a couple of them at once.

So could current Sasuke.

Other than them, the current genins are not stronger than kages.

A typical Genin is obviously not stronger than the Kages as they're even weaker than the fodders we see in the 4th Shinobi War.

A "plot-approved by Kishi" Genin on the other hand, is as strong or stronger than the Kages.
