There are some strong females like Temari, Mei, Kurotsuchi, but they are overshadowed by their male counterparts i.e. Jiraiya/Oro>>Tsunade, Kitsuchi>>Kurotsuchi(it baffles me that Kurotsuchi became the Tsuchikage when Kitsuchi has better feats and was a general).

Kurotsuchi had less panel time, and she had a kkg. She most likely got her shit together and really stepped up as a leader after the war, imo Kitsuchi gives off a Choji impression in terms of build and personality, somebody with that kind if personality shouldn't be Kage, Kurotsuchi has a more dominant personality than Kitsuchi
