Are Boruto and Sarada really only pre-order characters in ninja storm 4?

I just have one quick question that I would like to get a confirmed answer from someone who has ninja storm 4.
I believe I had read around the time when Sarada ate Chouchou that you would only get Boruto and Sarada in ninja storm 4 if you pre-ordered the game. Is that true, or can you download them as DLC or can you actually just plain unlock them in the game like any normal character?

Yes the DLC allows the last naruto sasuke Sakura hinata early buy you can still get these four by beating story mode.
