Kishimoto definitely is not giving him that style from his parents. Naruto is a horrible dressor, and Hinata always wore a sweater.

I can't really tell what kind of stripes Boruto has - But, they look similar. His outfit changed from Chapter 700, to what the Boruto Movie sketches revealed. They both have the same open coat style, Minato wears a fishnet shirt inside, but for some reason Boruto's sketches have those lines too. Though he wears a white shirt instead ... So I'm not sure if that is drawing error or something?

So far though he seems to be personality wise Naruto, dresses like Minato, and so far no homages to the Hyuuga side of his family outside of the meaning for his name (Neji - Screw, and Flying Thunder God - Bolt Kanji).

So what do you think?

We can't really see Minato's pants as a Genin, but seeing it from the picture of him holding Kushina, they look loose too. Judging it on the overall appearance, not no damn pants.

Kishimoto is drawing them, so he is making the homage. Similar to how Sarada dresses like Sakura
