Poor design, to me, means that it's not the typical design that is usually appealing to most, or it's colors and design don't typically "blend in" or the colors don't seem complimentary to each other. Honestly, do the colors have to be complimentary for you to accept this character?What if he/she turns out to be an amazing character, with incredible personality, and techniques/talents? Will you be able to look beyond the surface, and see the point/moral of it all?
