The element is based on:Wind +Lightning
Facts that prove the element to be possible (in the manga context):
Disclaimer : The element's name doesn't refer to the creation of elections but rather the reliance on science and alchemy to create a substance that manipulates electrons. I took the name not to suggest that the element created is electrons, but to describe the general effect the element will have on matter. If anything, the actual element is an ionized form of air.
Quite often even opposing elements may be combined to form a different element. Normally water would quench fire but the careful combination of these two natures gives us steam release. It is in the same way that in this case the wind doesn't nullify the lightning, but rather works together with it to create the charged wind.
Fundamentally, the element is air/wind that possesses the abilities of both wind and Lightning. It has the generic appearance of normal air/wind with several sudden flashes of blue streaks of electricity(Similar to how storm techniques look but with wind exchanging water). The main characteristic of the element is that it is a highly potent oxidizing agent. Upon contact with an object the element sucks out virtually all electrons starting with those within the atoms in immediate contact until gradually "disintegrating" the entire object.
When an element(object) is oxidized, it turns into an ionic product which is usually physically useless. Meaning, the disintegration doesn't destroy the object from existence but simply changes it into a form(the ionic form) that can no longer be seen nor manipulated in a battle by normal people. This ionization effect it has on other materials is a change in their physical structure. This is similar to how Acid and Boil releases attack the structure of materials. The motion of electrons through from the body as they are removed also generates electricity which zaps the object internally. This is the electrification effect of the element. Scientifically Raiton works by charging a body with electrons. That out-to-in movement of electrons generates the electricity/lightning we see. That is why lightning can be siphoned into the ground using techniques like ( Kenjutsu: Hirashin ) - Sword Technique: Lightning Rod.
In the manga/anime lightning has been associated with charges myriad times. One such example involves how Kirin is formed. Charges are amassed in the sky to be able to perform kirin. Electrons are an example of charge inducers. In reality thunderclouds are formed from the accumulation of electrons. The only difference in function between regular lightning and this element is the direction we want the electrons (charges) to go. Regular lightning takes an outside to inside path while this element takes the inverse: inside to outside route. Nevertheless movement of charges will generate electricity. That's the working principle behind even dry cells. Electrification quickens the disintegration process.
This 1-2 combination of ionization and electrification effectively produces damage from contact with the element.

In its simplest application, a lightning surge is ran through a controlled volume of wind(actually air since it remains stationary as it is being converted into the new form) extremely fast to push out all the natural charges within the wind mass. This creates a charged and unstable mass of wind that is more than ready to extract electrons from objects it comes across. This new charged highly oxidative wind(Ionic wind), is the element.
How it functions:
When it comes into contact with an object, the element siphons out the electrons in the object in a fraction of a second. The removal of electrons will convert a previously "inert" and usable element, say Al(s), into its ionic and naturally uncontrollable form Al(3+). The extraction of electrons however is so sudden that it creates an internally generated current that races along with the electrons as the move. Ultimately the current and the ionization disintegrates the object in contact according to relative strengths and weaknesses.

Description: The user forms a whirling vortex of ionic wind around themselves much similar to Thunder Dragon Tornado. However, after its creation the vortex gradually sinks into the ground, losing its form as it enters. To the untrained eye it would seem as though the technique was simply being cancelled out but this isn't so. Upon entering the ground, the ionic wind spreads underground reaching a diameter of up to mid range. Underground, the ionic wind enters a continuous cycle of extracting charges from the ground(which is a mega reservoir of charges) and ejecting them to the surface of the earth. The charges themselves are harmless. However, when an opponent moves within the region, interaction with the charges causes a slight jolt to run through their body similar to how when someone touches a doorknob static electricity on his body would shock him. The shocks aren't lethal but are able to express compounding effects on opponents with continued exposure. For every turn an opponent moves, even slightly, within the confines of the technique's range, he/she incurs 5 damage. For every turn an opponent moves vigorously(includes running or jumping or making more than 6 total handseals in the turn) within the confines of the technique's range, he/she incurs 10 damage. Normal opponents can only endure 20 damage from the technique before their body shuts down. People who have unique traits that make them resilient to certain amounts of stress must incur 20 damage in addition to the amount they can endure passively however after that their body loses that passive endurance trait for the rest of the battle. Additionally for every turn an opponent remains under the technique's influence, his/her speed reduces by 1 level. This is due to the fact that reflexively, the opponent's body would become more unwilling to move due to the uncontrollable reflex fear of being shocked(kinda like a knee jerk reaction).
-Charge extraction from the ground lasts for up to 5 turns or until nullified.
-Usable twice per battle.
Kore wa shōgakkō Watosondesu || This is Elementary Watson
Type:Defensive/Supplementary/Offensive

Damage: 60 (80 When modified to attack after collecting rain/snow or similar material for two or more turns)
Description: The user makes two handseals and blows out a gust of ionic wind from his mouth that immediately shapes into an inverted cone-like vortex. The cone travels upwards violently and rapidly, stretching and spreading out as it ascends so that by the time it gets to its final height(right beneath the clouds) it has covered the entire field without totally getting rid of its conical shape. Upon reaching the maximum height the "bowl-like" vortex stays there for up to 5 turns. What it does is that it traps whatever may be falling from the clouds especially rain or snow. The centripetal acceleration of the vortex is enough to trap small falling objects such as rain and snow in its confines as well as fling heavier objects off their intended course. After 2 or more turns of collecting material such as rain, the user can make a single handseal shaping the now water engulfed vortex into a dragon that attacks a target from the sky. This effectively brings the technique to an end.
-Attacking with the dragon modification counts as a move per turn.
-Usable twice.
Conditions to be able to use it: Must've completed wind and lightning training.
Is weak to:fire and elemental variants that rely primarily on a flame or energy based physique.
Is strong against:lightning (simply cuz of wind being involved), earth, water and elemental variants that rely primarily on a solid or liquid nature.
The ionizing ability of this element is its primary attribute. Strengths and weaknesses are based more on the nature of the opposing element's atoms. Solids and liquids are easily 'ionizable' but energy based elements like fire don't really have molecules that can be ionized.

✗ Declined: This has to be redone almost completely. A CE needs to have at least two basic CE weaknesses, you have only one. Then you say lightning is a strength because wind is involved while you used the opposite argument to be able to mix wind and lightning. Also you are pretty much trespassing on the Radiation CE with all that ionizing stuff, which is here the biggest problem. This is not its primary attribute, this is by all means something along the side and something like that should never be described as "strengths and weaknesses are based on the nature of the opposing element". That was allowed for the radiation CE because it's solely focused on that, but what you are doing is having a completely standard element and throwing that on top of that. As a result you have absolutely no control over that ionizing ability. The moment you create a jutsu, it will immediately start reacting with everything around it and it works both ways. It's based on giving and receiving electrons resulting in new things so it's a two-way street. It's not like your element would never change, in fact it will always change and it's really not going to suck in an instant all the electrons out of things. You could potentially change an opposing water jutsu into an acid. Realistically that entire ability should be removed.
