The Gobi was distributed to the Rock Village, after the Shodaime defeated the Bijuu.
Han, who was an accomplished ninja of the time, had incurred the Tsuchikage's wrath due to some reasons. So the Tsuchikage gave him the curse of holding the Bijuu, and sealed the Gobi into him.
Han has tried making contact with his Bijuu, but so far has not gained control over it.
