I don't think Lucci will do anything that big. Why? Oda said in an SBS that Luffy doesn't kill people because he just defeats them which in OP-verse is much more painful than death because Luffy (the underdog) defies their purpose and takes away what they have worked so hard for. Hence why Lucci should if anything be mid-trio level because his "dark justice" was defeated by a pirate along with his ideals.
So for those who think Robbing the light will will come back. He'll only return in the "Promised War" as an ally to Mugi. But even that is hard to believe.
