I've been saying for the longest even after the jougan reveal boruto might have a transplant simply just because his eye was clearly destroyed so unless restored it's a transplant. And why's he closing his eyes.

As for what would be the point possibly allow him to use jougan when he wants.

You can't just say that he got Ao's eye, who died during the war with no means of escape. You also cant just look on the scar above his eye and assume he's in kakashi's old situation. And it is highly possible, given what his eye could potentially achieve, that his blue eyed pupil or regular eye did get destroyed and his dojutsu remains active now or whatever while ignoring what evea happened. (Can see how much of a stretch tht would be?) I doubt you could destroy a visual prowess like his and th rinnegan simple with a cute to the fce.

Well boruto stabbed momos hand rinningan rendering it useless amd itachi stoped edo nagatos vision with shirekins. So yea the scar most likely hints that bourtos right eye is destoryed . But maybe the curse mark is meant to revive dead tissue or lost body parts.
