In this page, you can see Admiral Sengoku calling Kuzan by his actual name instead of Aokiji. This could mean that Aokiji wasn't yet an Admiral. When Sengoku is resigning from being Fleet Admiral, he nominates Aokiji to take his place, and this shows that Sengoku likes and respects Aokiji, so I doubt he was just calling him Kuzan out of disrespect.
Zephyr was no longer an Admiral 14 years ago(this is when Law's flashback is occurring) and since there are 3 Admirals, that means someone had to have taken his place. The only Marines back then who could have been fit for being an Admiral, besides Aokiji, are Kizaru, Akainu, or you know who.
I could just be making a big deal out of nothing, but I think this might be Oda hinting that Aokiji wasn't yet an Admiral and Dragon was.
