The only problem with that is that we don't really know how she made them

I don't believe paper is any nature transformation/kekkai genkai or at least it was never fully explained

I gave an example in a previous comment of how Tenten is able to conjure massive amounts of shuriken, but that doesn't mean she created them but probably had it stashed in a different location for her to summon
