He said it's the end of the path he started them on. It's probably because Tony created Ultron before it became a psycho robot bent on destroying the world.

I think it means that he knows they can't stop Ultron. Stark was the one that created him. He created him, b/c he wanted someone to watch over while the Avengers were on vacation. I don't know everything about Ultron, but I know he's constantly evolving and getting stronger.
