The 2nd Hokage is so bad ass that he ( as an Edo Tensei) can transfer his spirit into another body. Even though he can't move, and we won't see it. He has the same power as Dan with ghosting.

Your looking at the wrong panel, it's the forbidden technique he's referring to, he just needs the Shunshin to get to Sasuke.

There are two suggestions.....if I can just move my soul with my forbidden jutsu...even that would be enough ( no good) suggesting he tried. Then he realized he couldn't use body flicker because he couldnt move his arms and legs.

the forbidden jutsu IS shunshin, it's like this.. he wants to use it to get to sasuke but says forget it because he can't even move his hands and legs

Shunshin no Jutsu isn't a forbidden technique, it doesn't cause harm to the user, have great offensive ability or violate nature.

Look again: "If I could transfer my soul with my forbidden jutsu..."

The Body Flicker is merely a means to an end.

When is shun shin a forbidden jutsu? Read the whole panel. The words " no good" are in the panel where he suggest moving his soul , then he says he can't use shun shin which requires his arms and legs.
