and if kakshi had the mangekyou sharingan why didnt he use it at the beginning when he encounter itachi and the rest of the akatsuki

Because maybe since he's not an Uchiha it wouldnt come to him well.
Remember that when he used it he would end up in the hospital for a week

Those are full plastic masks not the fabric mask Kakashi wears.
