There isn’t one, for whatever reason it wasn’t published in English. All translations are unofficial, you can find them on fan forums though.

thx!!wow!! so all this time and yet no officiel english translation ???TEH MOFOS!!!!!!...buti know why......becuz they dont want us to have good understanding of teh 4th databook ...

especially teh page of spiral zetsu where was being called tobi (i made theory long time befor 4th tadabook was relaised prooving that teh goofy tobi was spiral zetsu sealed inside bobito body controlling him)...

teh page of spiral zetsu was very difficult to translate...that was done on purpose for teh porpuse i mentioned above..
