Madara is a boring villain with boring motives, with boring powers and boring lines. Having him create a little Disneyworld for himself because his brother died is an idiotic idea and anyone who feels remotely compelled by that thought ought to have his/her head examined.

The good guys don't always win, especially not in real literature. The thing is there has to be SUBSTANCE to a 'sad' ending. Madara winning would make absolutely zero sense and would just make for poor storytelling.
