I am not trying to make a top 10 list, just make a list of ninja that were or should be considered a level over sannin. B might be there I'm not going to argue against him, but that still makes two for the rest of the ninja world as opposed to Konoha's 12 or 13

I do not think that gaara has gotten uber mode yet, any form of tailed beast transformation seems completely beyond him.
Kisame got beat by a Konoha member not even listed as top level, Gai...

Konoha is OP from its start. its been the most powerfull as well as peace loving village and will be forever according to manga.

Gai beat him due to luck and Kisame never knew about the nature of the attack. the attack is known for killing ninjas and even in his weakened state Kisame survived the attack.
