It was down for maintenance. This was apparently planned, but not announced. The mods knew it was going to happen. For example, in reference to the most recent fill in the bubble contest voting:

The voting period was extended ahead of time, you'll see the reason why soon enough.

In my opinion i don't think this problem was a V bulletin one this is because i was able to log on other forums which use v bulletin also one piece bay was down so i think this problem is only naruto base and one piece bay that has it, i would like to encourage members of naruto base to keep calm and dont panic as it has been stated by the administrator versuvio that the site shall undergo maintenance and this may just be a result of it the good thing is that it is back now so let us not dwell on the past but look to the future and try to make naruto base better.​

It's because narutobase and onepiecebay share the same database.

Same. I thought my job blocked this site but when I tried on my phone and at home it was the same thing.
