A pure misunderstanding of Naruto's power. The trick is simple, but to see it, you neeed to know what powers are for.
As someone already mentioned, a jutsu is made to beat the crap out of every emotional villain who does not know his place in the food chain. A weapon is not suppose to be cool, but to deal dilligently and eliminate the opponent.
Once this is understood, it is easy to see the difference between Naruto and Sasuke.
(1) Naruto's FRS left Kakuzu almost dead. The little time left to Kakuzu was meant to help him realize his era was long gone
(2) FRS and shadow clone were enough in SM to finish Pains
(3) Rasengan is what caused Edo Madara to switch his Susanoo on, and FRS caused him to switch Rinnegan on.
(4) Lava style FRS took Madara close to death, and he would be dead if Shinju was not there.
(5) FRS and shadow clone are enough to fight on par with 4 Limbo shadow while shattering some shubabku tensei boulders
So you ask why Naruto is using the same jutsus? Well, it is simple. His Jutsus are still unbeaten.
Do you know why Sasuke keep having new Jutsus? Well, all his previous Jutsus have been fodderized. Even his Susanoo need a wing to be useful.
As the wise people say, you don't change a winning team. In addition, I remember a lot of panting in the Sasuke fandom asking for Sasuke to have power in his moon sign, or some destroying power because Naruto can heal.
PS: According to Itachi, when you are at the top, haters will always hate you. They always fail to measure their own capacity, and therefore fail to understand your capacity. Madara and Sasuke are there to help Naruto measure his capacity. They are mere tools to confirm Naruto's power.
