Well, since naruto was inspired by DragonballZ, there will probably just be bijuu mode level 2, then 3, just like super saiyan1,2,3

I prefer Naruto's BM over the other forms. Also to add to what you said, if Naruto went full nine tails, that means he cannot perform any of his own techniques such as Rasengan variations and Kage bushin. He also cannot perform his "Yellow Flash" speed feats as well.
Naruto going full Nine Tails is not good against Sasuke or Madara since he would be stuck in that transformation. Bijuu Mode also shows that Naruto is the one that is doing most of the work.

I edited that b4 I saw this. But yes, your right. But I think that Naruto is also more vulnerable to genjutsu using the full form than bijuu mode because the latter only manifest chakra, which means Sharingan users can't really used their eyes against it.
