Actually, the snake was cursed to slither on the ground for the rest of its life. Its descendants were forced to do the same. How it went before that is a mystery. As far as I know, the snake did not have arms.

A lot of things in Naruto are based from mythology. Like Tsukuyomi, Amaterasu, and Susanoo. They are based after a Japanese mythology story that also concerned a man named Izanagi.
