Tsukuyomi would work on Superman very easily actually as.
A. Superman doesn't believe in killing
B. Superman tries to reason with people and will invariably look his enemy in the eye

This is a fight to the death. Thus taking all characters intentions and setting their mindset to kill any opponent they face. Tsukuyomi would porbably work but it wouldn't kill him. Plus Superman has Iron will making things like this alot harder to keep him under control.

I thought the issue at hand was whether a Naruto character could beat Superman.
Personality for example effects jutsus like Izanami.
When we take character intentions out its usually superman's mindset which allows him to keep his will.
Considering even Superman is not immune to mental fatigue nor is he immune to his mind being tricked he could be taken out by Tsukuyomi.

Taken out? What do you mean? Tsukuyomi Isn't gunna kill him. It will only hold him for some time. In which he would stare out into the distance. To tell you the truth I don't think anyone of Naruto-Verse has the means to harm him.'

Edit: Not to mention his Torquasm Vo: Torquasm Vo is a Kryptonian discipline that Superman uses sometimes. It is basically a means of focusing ones mental discipline to help fight adverse effects such as mental domination. It can be used to manipulate someone's mind. Superman used that ability during his fight against the Eradicator. It was used to create an illusion to let Superman enter inside the Eradicator.

or his Torquasm Rao: Allows him to tap into his instincts and separate himself from his body. Makes him able to prevent others from manipulating his mind and allows him to fight on the astral plane.
