Tobirama would never revive an Uchiha. He is smarter than that. An Uchiha with unlimited chakra would be bad. They are too un-predictable. It was probably for Itama or Hashirama.

I don't think it was to bring back any Uchiha. I think he probably just wanted to push the boundaries of his ninjutsu.
This being said, I am not saying that he did not make it with any intentions of bringing someone back, that is just not what I believe he did it for.
