The love is deserved once you are already inside in a love relationship, this 'deserve-ness' are the things you must do to mantain this bond.
But the trigger to make the love bloom is another story. So even if Naruto has saved Sakura x1000 times, even if Hinata has saved Naruto x1000 times, even if Sasuke has saved Naruto x1000 times (and viceversa)... well, it's kinda dumb to think that the love triggers only through actions.
There are some factors as...
- Chemistry
- Personality
- Beauty
- Intelligence
- Bond intensity
...that determines how much effect are put into these actions.
I have seen the series/watched the manga... all the reactions shown as effect of these causes clearly shows 'friendzone' as responses.
The only kind of love that has shown that pattern in the series was the fight in the Valley of the End, Naruto vs Sasuke, when Naruto wanted to hold firmly over his bond with Sasuke (sounds kinda gay, I know), but that was the first time when Sasuke told Naruto that he was balancing his objectives and his sacrifices... he even told Naruto he was his Best Friend.
The bond that linked Naruto with Sasuke was their loneliness, both of them shared that fact in their lives. They were going to sacrifice their lives one for the other, not because they were in need of love, but because they already shared a strong bond that forced them to defend one each other. This was the most emotional moment through the series with a positive response about the "bond" both characters had.

Conclusion: To "deserve" love... well, guys, if you have been already in a relationship you should already know that the word "deserve" only appears when you are already in the relationship, not before. You must share a bond before being able to deserve holding that bond.
