Another Village

so why didnt madara go and make his own village it would seem like the logical thing to do, take the uchiha clan with him or whoever whats to go, there were alot of warring clans around so im sure madara had enough power to gain followers, build up military strength and that way he would have had alot more resources to complete his plans and pretty much live his dream of running a village and being leader then invade/steal the tablet with the sercets of Rikudō Sennin and pretty much be a boss. I dont get why he snuck around and made i so hard for himself maybe someone can explain why? was it because he was so embarrassed about losing to hashirama and dont say cause kishi didnt write it that way.......well duh

One does not just build and start a village, economy, labor, setup of government and alot more.
Adding to the fact that starting a village is hard when a lot of his fellow clansmen were against his ideals or needs.
