Third Raikage was a true beast, Tanking Rasen-Shuriken, Soloing Bijuu's and fighting a war by himself.
Third Mizukage isn't known of, but the second was hilariously OP'd.
Third Tsuchikage was Oonoki.. Jinton user and great Shinobi.

If people like this were around ( Not to mention the offspring of the Previous Uchiha ( Madara ect era ), how did Hiruzen get the God of Shinobi title without being a total bad ass?

While i agree Hiruzen was a badass, he wasn't perfect, like saying Hiruzen > SO6P.

Now that's pushing it, and for all we know, it was said he mastered all the jutsu iin Konoha. I can't remember where though, still that just covers ninjutsu, genjustsu, and maybe taijustsu and fuinjutsu.

I'm fairly certain hidden jutsu and doujutsu techs are an exception i.e Mangekyou and Byakugan etc, heck even saying something like Hiruzen speed > sasuke speed is pushing it, from his fighting style you can easily tell he's not the speed type.

Well Kabuto said old Hiruzen was the strongest kage as well, that means he was stronger than Oonoki, A, and Mei.
