Are there as many criminals that pose a threat with guns as there are law abiding citizens?

No, law abiding citizens outnumber them massively, well unless you are in California where protecting yourself with a gun is illegal. If a criminal walks into your house you have to calmly get up, leave the house, and let them do whatever to your house. If you resist you can be arrested.
