The total value of the reputation altering power(rep power) is based on sum total of three conditions-

►Joining Date-Initial default rep power is 1. On completion of an year at NarutoBase, users gain another 1 point of rep power.
►Post Count +1 point for every 2000 posts.
►Reputation Point +1 point for every 1000 points of reputation you receive.

i also dont understand this . plz explain me
and whos rep cant affect whom?????????

Let me make it very clear to you, staying 1 year mean +1 that green bar, 2000 post again +1 rep bar(although i'm not sure of it), and +1 rep bar for every 1000 points of reputation you recieve, now i hope you've understood it by now
