We cannot say that Tobi acted like he doesn't know Minato's power. If that so we can say that it is Obito's body or half of his body and not his mind because otherwise it's gonna be another plot hole if Kishi forgot about this detail and it's not just that Kishi burden himself with a lot of things for explanation and i'm pessimist about Obito's identification.​
