On a serious note I think its just a rare dojutsu of the Otsutsuki clan in which Boruto just so happens to have partially awakened. Regarding its actual abilities its too early to say.

What’s worse, Boruto having more chakra than Sasuke or Sasuke having a harder time against Toneri’s puppets than Boruto and Shinki had against Urashiki himself? Choose wisely.

It’s hard to choose between those two because both are equally unacceptable. For the sake of responding though, I’d say that Sasuke being worn out by puppets is worse.

The Naruto series (spinoffs included) had and will always have a ****-ton of poorly written filler. Hoping for anything more is a losing battle.
