Suddenly a great plan has come to my mind and I want to share this prediction-plan to you to get your comments.
I have always wondered why Tobi guy declared war to the whole world. Kages were at the verge of another war between themselves at the five kage summit although kinda dangerous threats appeared like Sasuke and the Akatsuki. I think that Tobi guy can easily manipulate the ways to trigger the conflicts between kages and ,in this way, while almost all shinobies were fighting each other, he could easily reach his aims, he said.
But, he did not trigger the conflicts. In contrast to this, he appeared as a new enemy to the all "people" in the world and then he showed his subordinate's- Sasuke's- power to the kages to make Kages guess the power of Tobi himself. That was enough for kages to gather alliance forces.
Now, I will explain my prediction. I think now you can guess a little but to be clear:
The aim of Nagato was to start a war to bring peace. Tobi guy says a project but the aim for saying that dangerous thing, I think, was to give kages an important message "You should gather to counter, otherwise there will be no world to live". After war becomes a little hot-blooded and after several deads, the remains will be more connected to each other and at the right time that Tobi guy will reveal -maybe wont reveal and die like Itachi- the true purposes and ,infinite thanks to rinnegan, he will revive all the dead.
I have some predictions about Madara in this prediction
Madara had planned this whole idea after he had been left by uchihas and to do this he had searched the ways to awaken the rinnegan. That's why he had fought with Hashirama- somehow he had found it necessary to awaken rinnegan- but his life was not enough and he created zetsu and he rescued Obito and gave him the mission.
