the sage had the body that could hold the juubi, so his brother must have had the eyes and died while sealing the juubi then gave his eyes to hagoromo making the sage like his mother yin&yang

Hagoromo specifically states there were only two reincarnations
Madara and now Sasuke. There is nothing in the manga to back up this theory as to why Sage brother would equal a susanno cloak.
