It doesn't really have a meaning, the dubs translate it as "Believe it!".

Neither does Shannaro. Usuratonkachi means thin hammer though but Sasuke hasn't even said that since Part 1, unlike the other two phrases.

It is also used to match the lip movements from the original Japanese release. Around the start of the Chūnin Exam Arc, however, "Believe it" fell out of use. I don't think he grew out of it. I think that's what he usually calls Naruto on a daily basis when they were together. He probably said it a few times during the war arc.
