Anko is possible Vessel.. but for who

Kabuto already explained why he is keeping her alive. He is using her to strengthen the Edo Tensei up since she has Orochimaru's power in her. Tobi wanted to kill her but Kabuto stopped him and explained why. He is draining Oro's powers from her.

There must be hundreds of people that Oro has experimented on that he could drain some power from. Yes Anko did kind of just fall on Kabuto's lap which was lucky for him. But that means we have to trust Kabuto isn't lying or hiding some thing up his sleeve. He has stated for us that along with the Edo Tensei's he also has "that jutsu" so don't rule out Oro's return just yet.

This is essentially the last arc in Naruto. To me it just doesn't feel like Orochimaru is gone forever, at least I hope not. He is just to epic to go out the way he did. (Being over power by the Uchiha brothers in less than 5 seconds both times)

Anko is their for one reason only 1 Kabuto burns up His body as Orochimaru did, thus needing a new one,or incase Orochimaru cels take over Kabuto He can transfer His conciseness to Anko.
